The bill amends sections 4521.01 and 4521.08 of the Revised Code and enacts section 4521.20 to establish new parking requirements and procedures in Ohio. Notably, it introduces the definition of a "parking zone," which is a designated area where vehicles can park for a specified time upon payment at a centralized kiosk or device. Additionally, the bill modifies the language regarding the handling of parking infractions, replacing gender-specific pronouns with gender-neutral terms. It also stipulates that a parking violations bureau must rescind a parking ticket if it is issued within three minutes of a vehicle being parked and the individual pays for parking within that timeframe.
Furthermore, the bill mandates that the director of public safety adopt standards allowing multiple payment methods for parking fees, including cash, credit cards, and other options. Importantly, individuals will not be required to provide information about their parking space when paying. The bill also establishes that failure to comply with the new regulations regarding ticket issuance and payment will serve as prima facie evidence that the parking infraction did not occur. Existing sections 4521.01 and 4521.08 are repealed to accommodate these changes.
