The bill amends section 3313.601 of the Revised Code to mandate that school districts provide a moment of silence each school day, changing the previous language from "may" to "shall." This moment of silence is intended for prayer, reflection, or meditation on moral, philosophical, or patriotic themes. Importantly, the bill stipulates that no student is required to participate in this moment of silence if it conflicts with their or their parents' religious beliefs. Additionally, it allows teachers to provide reasonable periods for similar activities in their classrooms without imposing participation on students.

The bill also includes provisions to ensure that no school board or employee can require student participation in the moment of silence or any related activities that may infringe upon individual religious convictions. Furthermore, it prohibits school boards from adopting policies that would promote the establishment of religion or restrict students' free exercise of their religious beliefs. The existing section 3313.601 of the Revised Code is repealed as part of this legislative update.
