The proposed bill, known as the My Child-My Chart Act, aims to enhance access to medical records for minors by establishing new regulations for health care providers. Under the new section 3798.05 of the Revised Code, health care providers are required to ensure that a minor's parent or guardian has access to the minor's health records in an electronic health records system, without needing the minor's authorization for records related to care consented to by the parent or guardian. Additionally, health care providers must inform parents or guardians annually about circumstances under which minors can receive health care without their consent and the implications for accessing those medical records.

Furthermore, the bill mandates that during each minor's annual well visit, health care providers must offer the minor the opportunity to give ongoing written consent for parent or guardian access to their medical records concerning care that the minor may consent to independently. However, this requirement does not apply if the minor has already provided written consent that has not been revoked. The bill also clarifies that certain provisions do not apply to episodic care or emergency services, where ongoing access to records may not be expected.
