The bill amends the Revised Code to establish a licensure requirement for commercial roofing contractors in Ohio, expanding the definitions of "specialty contractor" and "licensed trade" to include roofing contractors. It increases the membership of the Ohio Construction Industry Licensing Board from seventeen to twenty-two and creates a new roofing section within the board, which will oversee the licensure of roofing contractors alongside existing sections for plumbing, electrical, and HVAC contractors. This new roofing section will consist of five members, including building inspectors and both non-union and union-affiliated roofing contractors, and outlines the appointment process, terms, and compensation for its members.

Additionally, the bill allows municipal corporations and county boards to regulate and license specialty contractors, including roofing contractors, and sets conditions for their registration and fees. It permits individuals to act as roofing contractors without a license for projects under $20,000, provided they do not subdivide projects to avoid this requirement. The legislation also mandates that the Ohio Construction Industry Licensing Board notify municipal authorities and publish the act's provisions in trade publications, while establishing criteria for obtaining a roofing license, including experience and insurance requirements. Several existing sections of the Revised Code are repealed to streamline the licensing process for roofing contractors.
