The bill enacts a new section, 3321.044, of the Revised Code, which mandates that school districts in Ohio recognize students in grades kindergarten through twelve as present during school hours when they participate in district-approved activities. These activities include a variety of school-sponsored or workforce preparation events such as 4-H and FFA programs, athletic tournaments, field trips, internships, and other approved activities. The bill also allows school districts to require documentation from educators or parents to verify participation and ensures that students have the opportunity to make up any missed schoolwork. Importantly, the bill stipulates that participation in these approved activities will not negatively impact students' grades or the district's chronic absenteeism calculations.
However, the bill includes provisions that allow school principals or their designees to classify a student as absent if their participation in an activity coincides with scheduled state assessments or if the student is under disciplinary action such as suspension or expulsion, which would prevent them from participating in educational activities. This ensures that while students are encouraged to engage in approved activities, their attendance and participation in critical assessments and adherence to disciplinary measures are also maintained.
