The bill amends section 122.1710 and introduces new sections 122.1712 and 122.1713 of the Revised Code to enhance the Individual Microcredential Assistance Program (IMAP) and establish the Platinum Providers Program. It defines "fiscal year" and requires the director of development to ensure that training providers receive reimbursement at least once per fiscal year. Training providers must apply for participation before the fiscal year begins and meet specific criteria, including a commitment to serve low-income and unemployed individuals.

The Platinum Providers Program allows approved training providers to receive advance payments for training costs related to microcredentials, contingent upon demonstrating a high success rate in helping participants earn these credentials. Institutions of higher education must provide a minimum of two in-person and one online training program to qualify as institutional platinum providers. The bill also sets conditions for maintaining platinum status and outlines financial provisions, including the requirement for institutions to refund a portion of advance payments if less than fifty percent of participants earn a microcredential. The existing section 122.1710 is repealed, and the bill is titled the Platinum Providers Act.
