Alyssa's Law mandates that all public and chartered nonpublic schools in Ohio implement a wearable panic alert system by the 2025-2026 school year. This system must integrate with local public safety infrastructure to facilitate 9-1-1 calls, mobile activations, and campus-wide lockdown notifications. Schools are required to provide staff with wearable panic alert devices and ensure that all personnel receive training on their use before each school year begins. The bill also establishes that security data within school facilities must be accessible to local law enforcement while ensuring confidentiality for certain security-related records.
In addition to the panic alert system requirements, the bill introduces new provisions for community schools, STEM schools, and college-preparatory boarding schools, including policies for student residence verification and comprehensive governance plans. It allows contracts between sponsors and governing authorities to include provisions for payments to sponsors for oversight, capped at three percent of operating expenses. The bill repeals existing sections of the Revised Code related to these schools and establishes a $25 million appropriation for violence prevention and school safety initiatives, aimed at reimbursing educational institutions for implementing the new requirements.
