The bill establishes the Law Student Encouragement Scholarship Pilot Program, aimed at supporting underrepresented undergraduate students who aspire to attend law school. The program will be funded through an appropriation of $350,000 from the General Revenue Fund for the fiscal year 2027. The Chancellor of Higher Education is tasked with overseeing the program, which includes distributing funds to the Ohio State Bar Association. This association will be responsible for creating scholarship awarding criteria, selecting a cohort of ten to twenty eligible students, and providing them with a $4,000 academic scholarship per year, along with various support services such as mentoring and test preparation resources.

Additionally, the Ohio State Bar Association is permitted to allocate a portion of the funds for staffing to facilitate the program's operations. A report detailing the program's outcomes, revenues, and expenses must be submitted to the Chancellor and relevant legislative committees by January 30, 2028. This initiative aims to enhance diversity within the legal profession by providing financial and academic support to students from underrepresented groups.
