The bill establishes the Law Student Encouragement Scholarship Pilot Program, aimed at supporting underrepresented undergraduate students who aspire to attend law school. It appropriates $350,000 from the General Revenue Fund for fiscal year 2027 to fund this initiative. The Chancellor of Higher Education is tasked with overseeing the program, which includes distributing funds to the Ohio State Bar Association. The Bar Association will be responsible for creating scholarship awarding procedures, selecting a cohort of ten to twenty eligible students, and providing them with scholarships of $4,000 per academic year, along with various support services such as mentoring and test preparation resources.

Additionally, the Ohio State Bar Association is permitted to use a portion of the funds to hire staff for program operations. A report detailing the program's outcomes, revenues, and expenses must be submitted to the Chancellor and relevant legislative committees by January 30, 2028. This report will ensure transparency and accountability regarding the use of state funds allocated for the pilot program.
