The 136th General Assembly of Ohio has passed a concurrent resolution urging the President of the United States to support the Ohio Department of Medicaid's request to implement work requirements for certain Medicaid recipients. This initiative follows the requirements set forth in H.B. 49 of the 132nd General Assembly, which mandated the Medicaid Director to seek approval from the Centers for Medicare and Medicaid Services (CMS) for such work requirements. The Ohio Department of Medicaid submitted a waiver application in April 2018, which was initially approved by CMS in March 2019 but later withdrawn in August 2021. The recent H.B. 33 of the 135th General Assembly requires the Medicaid Director to apply for new approval between February and March 2025.
The resolution emphasizes that implementing work requirements aligns with the state's goals of promoting financial independence and improving health outcomes for Medicaid recipients. It highlights the belief that such requirements will encourage individuals to engage with their health and healthcare, while also helping them maintain or develop employable skills. The resolution calls for the Clerk of the Senate to send copies of this resolution to the President, CMS Administrator, Ohio Congressional delegation, and local media to raise awareness and support for the initiative.
