A RESOLUTION
Honoring Phil Cummins for years of stalwart service
to the Legislative Service Commission.
WHEREAS, The members of the Senate of the 136th General Assembly 1
of Ohio are pleased to pay tribute to Phil Cummins on his retirement 2
from the Ohio Legislative Service Commission; and 3
WHEREAS, The Legislative Service Commission was established to 4
provide nonpartisan drafting, research, and fiscal analysis to all 5
members of the Ohio General Assembly, and Phil Cummins has certainly 6
embodied the agency’s compelling directive since joining LSC in 2003. 7
Throughout his twenty-one-year tenure, he has drawn from his wealth of 8
knowledge and fiscal background to advance to serve as a senior 9
economist, and he has been esteemed for his patience, adaptability, 10
ingenuity, insight, and leadership. He is a distinguished mentor and 11
friend, and the State of Ohio has benefited exponentially from his 12
dedication; and 13
WHEREAS, Phil Cummins has gained tremendous respect for his 14
dependable, engaging guidance, and his professional legacy is 15
reflected in his collaboration with Ohio legislators and their offices 16
as well as with his colleagues at the Ohio Legislative Service 17
Commission. His loyalty to LSC, along with his integrity and work 18
ethic, are the measure of how a more promising future can be achieved 19
for the people of Ohio; and 20

WHEREAS, We are proud to note that it is through the unsurpassed 21
efforts and deep commitment of conscientious people such as Phil 22
Cummins that the State of Ohio continues to prosper. Over the years, 23
he has striven to serve his fellow citizens to the best of his 24
ability, and we applaud him on his fine work; therefore be it 25
RESOLVED, That we, the members of the Senate of the 136th General 26
Assembly of Ohio, in adopting this Resolution, salute Phil Cummins for 27
his meaningful and lasting contributions to the Ohio Legislative 28
Service Commission and extend best wishes for a happy, healthy 29
retirement; and be it further 30
RESOLVED, That the Clerk of the Senate transmit a duly 31
authenticated copy of this Resolution to Phil Cummins. 32
