A BILL
To require the Department of Commerce to conduct an 1
international air service study. 2
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. (A) The Department of Commerce shall conduct an 3
international air service study in cooperation with industry 4
leaders to determine appropriate incentives for private sector 5
airline companies to increase international passenger air 6
service to and from airports servicing Ohio cities. 7
(B) The study shall include all of the following: 8
(1) A calculation of the economic impact of increasing the 9
number and destinations of international flights; 10
(2) A market analysis of what other states and airports 11
are doing to increase direct international passenger routes; 12
(3) A determination of appropriate destinations, 13
particularly to areas in the Middle East and South Asia, taking 14
into account culturally-based and seasonal travel and other 15
international events; 16
(4) A determination of financial and other incentives 17

necessary to attract international passenger air service to and 18
from Ohio destinations; 19
(5) Any other information the Department determines 20
relevant for purposes of the study. 21
(C) Not later than six months after the effective date of 22
this section, the Director of Commerce shall submit the results 23
of the study, along with recommendations for programs, policies, 24
and funding mechanisms to attract international air travel to 25
and from Ohio destinations, to the Governor and to the General 26
Assembly pursuant to section 101.68 of the Revised Code. 27
