SUMMARY
▪ Requires a separately metered, noncommercial structure on a retail electric customer’s
property be charged for electric service at the same rate as the customer’s primary
residence if the customer receives electric service from an electric distribution utility.
▪ Directs the Public Utilities Commission to adopt rules to implement the bill.
DETAILED ANALYSIS
Separately metered structure rate
This bill requires a separately metered, noncommercial structure on a retail electric
customer’s property be charged for electricity at the same rate as the customer’s primary
residence. To take advantage of the primary residence rate, the retail electric customer must
receive electric service through an electric distribution utility, and not through a municipal
electric utility or an electric cooperative.1
Additionally, the Public Utilities Commission (PUCO) must adopt rules to implement the
bill. PUCO is specifically directed to include rules for inspecting an electricity customer’s
property to make sure that the separate structure is not being used for a commercial purpose. 2
