A RESOLUTION
In memory of Senator J. Kirk Schuring.
WHEREAS, The members of the Senate of the 135th General Assembly 1
of Ohio extend our heartfelt condolences to the family and friends of 2
Senator J. Kirk Schuring in their bereavement; and 3
WHEREAS, Kirk Schuring left an indelible impression in all of his 4
endeavors, and as the second-longest serving Ohio legislator, he not 5
only worked tirelessly during his thirty-one years in office but also 6
succeeded in exponentially benefiting the state during his tenure. 7
Nominated to fill a vacant seat in the 120th General Assembly, Kirk 8
Schuring went on to become a dedicated public servant who never lost 9
an election, serving with both the Ohio House of Representatives and 10
the Ohio Senate in such roles as temporary Speaker of the House in 11
2018 and President Pro Tempore of the Senate and representative for 12
the 29th Senate District. He was known for his civic engagement as a 13
member of the General Government, Energy and Public Utilities, Finance 14
and Insurance, and Rules and Reference committees and for his notable 15
sponsorship of legislature that encompassed healthcare, economic 16
policy, workers compensation funding, payday lending reforms, school 17
safety zones, domestic violence penalties, and sports betting. Above 18
all, he will be remembered as a highly effective negotiator and as a 19
champion for Stark County and his constituency; and 20
WHEREAS, Kirk Schuring’s regard for improving the quality of life 21
in our society was reflected in his leadership, and he was most proud 22

of the achievements gained by his initiatives to create the Joint 23
Economic Development Districts and Cooperative Economic Development 24
Agreements, which encouraged the emergence of job opportunities for 25
Ohioans. In addition, he was a valued member of the Ohio Retirement 26
Study Council, the Stark Board of Elections, the Canton Tomorrow Board 27
of Trustees, and the Vision 1 and Pro Football Hall of Fame Festival 28
committees as well as a longtime supporter of the Canton Club, 29
Jaycees, and Urban League. Indeed, his meaningful efforts earned him 30
the esteem of many, and he received countless accolades for his 31
character, including being named the legislator of the year by 32
numerous organizations and being honored as a loyal hometown advocate 33
with a Jackson Township park bearing his name. The absence of this 34
distinguished man of principle will be keenly felt; and 35
WHEREAS, A devoted husband to his wife of forty-nine years, 36
Darlene, a supportive father to his two children, Derrick and Kristin, 37
a loving grandfather to his six grandchildren, Preston, Parker, Quinn, 38
Owen, Everett, and Lucy, and a cherished son, brother, and friend, 39
Kirk Schuring always used his talents to the benefit of others, and 40
the laurels of his life stand as a tribute not only to him but also to 41
those he left behind. Although the void his death has created can 42
never be filled, the legacy of care and commitment he established will 43
surely live on. The world is a richer place for his having been in it, 44
and the impact he made during his lifetime will be his eternal legacy 45
in Stark County, the State of Ohio, and beyond; therefore be it 46
RESOLVED, That we, the members of the Senate of the 135th General 47
Assembly of Ohio, in adopting this Resolution, express a profound 48
sense of loss and sincere regret at the death of Senator J. Kirk 49
Schuring and, in so doing, salute the memory of an honorable 50
statesman; and be it further 51
RESOLVED, That the Clerk of the Senate transmit a duly 52
authenticated copy of this Resolution to the family of Senator J. Kirk 53
Schuring. 54
