A CONCURRENT RESOLUTION
To urge Congress to change Daylight Saving Time to 1
"Constant Sunrise Time" by changing the time on a 2
weekly basis that coincides with the sunrise each 3
week. 4
BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO (THE HOUSE OF
REPRESENTATIVES CONCURRING):
WHEREAS, The benefits of sunlight include increased outdoor 5
playtime for children and youth, expanded economic 6
opportunities, energy savings, improved traffic safety, and 7
crime reduction; and 8
WHEREAS, Smaller, more frequent time changes are likely to 9
be imperceptible and cause less harm to citizens than changing 10
the time by an entire hour; and 11
WHEREAS, States are currently precluded by federal law from 12
establishing alternatives to Daylight Saving Time (DST). Federal 13
law requires the United States Secretary of Transportation to 14
enforce uniform application of that law across all time zones 15
(certain states, such as Arizona, previously opted out of DST); 16
now therefore be it 17
RESOLVED, That we, the members of the 135th General 18
Assembly of the State of Ohio, urge the Congress of the United 19
States to change DST to "Constant Sunrise Time" by changing the 20

time on a weekly basis so that 7:00 a.m. approximately coincides 21
with the sunrise in each time zone, each week; and be it further 22
RESOLVED, That the Clerk of the House of Representatives 23
transmit duly authenticated copies of this resolution to the 24
President of the United States, President Pro Tempore and 25
Secretary of the United States Senate, the Speaker and Clerk of 26
the United States House of Representatives, the members of the 27
Ohio Congressional delegation, and the news media of Ohio. 28
