DETAILED ANALYSIS
The bill designates the following highway and authorizes the Director of Transportation
to erect suitable markers along the highway indicating its name:
Designated Name “Lucille K. Wheat Memorial Highway”1
Highway State Route (S.R.) 41 between North Ridge Avenue and S.R. 202, in Miami
County
Other Information Lucille K. Wheat was a real estate broker and civil rights activist and a
life-long resident of the city of Troy. As a result of her passion for civil rights,
she held numerous positions in civic associations, including the Troy Council
of Churches, the National Association for the Advancement of Colored
People (NAACP), the Troy Business and Professional Women’s Association,
and the Dayton Urban League.
Additionally, Lucille K. Wheat was a writer. She was a recurring columnist
for Dayton’s Ohio Daily-Express and the Columbus Negro Press. Her
personal diary entries were published in, “Some Self-Evident Truths.” In it,
she describes the social and human costs of segregation. As a result of her
contributions to the community, she was awarded the Troy Chamber of
Commerce Community Service Award and inducted into the Troy Hall of
Fame.
