DETAILED ANALYSIS
The bill designates the following highway and authorizes the Director of Transportation
to erect suitable markers along the highway indicating its name:
Designated Name “Pharmacist’s Mate Third Class Willard L. Shupe Memorial Highway”1
Highway The eastbound and westbound lanes of State Route (SR) 554, between SR
160 and Roush Hollow Road, in Gallia County
Other Information Pharmacist’s Mate Third Class Willard L. Shupe served in the U.S. Navy in
the Pacific during WWII. On June 20, 1944, while one of the assault rifle
platoons of his company was pinned down and suffering heavy casualties,
he went forward to administer first aid to the wounded. Despite being
wounded twice, he refused to stop administering aid and was able to
evacuate four other wounded men. He eventually bled to death while
aiding the others around him. He was awarded the Navy Cross
posthumously for his courage and sacrifice.
