A CONCURRENT RESOLUTION
To urge the United States Congress to enact the Safeguard 1
American Voter Eligibility (SAVE) Act. 2
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF
OHIO (THE SENATE CONCURRING):
WHEREAS, It is a constitutional right and privilege of 3
citizens of the United States of America to vote in free and 4
fair elections; and 5
WHEREAS, In order to protect the constitutional right and 6
privilege of a citizen to vote, it is necessary to ensure our 7
elections are safe and secure; and 8
WHEREAS, Safe and secure elections require election laws 9
that prohibit and protect against noncitizens and foreign 10
nationals voting; and 11
WHEREAS, The best way to ensure noncitizens and foreign 12
nationals are prohibited from voting is to have safeguards, 13
which require documentary proof of citizenship in order to 14
register to vote and to allow states to remove noncitizens and 15
foreign nationals from existing voter rolls; and 16

WHEREAS, The issue of noncitizens and foreign nationals 17
illegally voting is all the more urgent given the millions of 18
noncitzens who have illegally entered our country as a result of 19
the federal government's failure to police our borders; and 20
WHEREAS, On May 8, 2024, members of the U.S. House of 21
Representatives and U.S. Senate introduced the Safeguard 22
American Voter Eligibility (SAVE) Act; and 23
WHEREAS, The SAVE Act requires states to obtain proof of 24
citizenship in person when registering a person to vote; and 25
WHEREAS, The SAVE Act requires states to remove noncitizens 26
from existing voter rolls; and 27
WHEREAS, By implementing these requirements, the SAVE Act 28
would uphold and strengthen current law permitting only U.S. 29
citizens to vote in federal elections; now therefore be it 30
RESOLVED, That we, the members of 135th General Assembly of 31
the State of Ohio, in adopting this resolution, urge the United 32
States Congress to quickly enact the SAVE Act; and be it further 33
RESOLVED, That the Clerk of the House of Representatives 34
transmit duly authenticated copies of this resolution to the 35
President Pro Tempore and Secretary of the United States Senate, 36
the Speaker and Clerk of the United States House of 37
Representatives, each member of the Ohio Congressional 38
delegation, and the news media of Ohio. 39
