SUMMARY
 Requires the Department to develop and post on its website a system that compares
the performance data of community school students with similar performance data of
school district students.
 Prohibits the Department or an educational service center from sponsoring any
additional new community schools that have either had a sponsor choose not to renew
their contract or been declared unauditable.
 Requires a community school or STEM school to notify the parent or guardian of any
student enrolling in that school from a traditional school district of the results of the
most recent state report card issued for that school.
 Entitles the bill the “Charter School Oversight Act.”
DETAILED ANALYSIS
Community school performance data comparison system
The bill requires the Department to develop and post on its website a system that
compares the performance data of students enrolled in each site-based community school with
similar performance data of students enrolled in the school district in which the community
school is located. The system must permit an individual to use it to analyze those comparisons.
For an internet-or computer-based community school, the bill requires the system to compare
similar performance data on a statewide basis rather than by district.1

The bill prohibits the Department or an educational service center from sponsoring any
additional new community schools that have either had a sponsor choose not to renew their
contract or were declared to be unauditable by the Auditor of State.2
Community and STEM schools − state report card notification
The bill requires each community school and STEM school to notify the parent or
guardian of any student enrolling in that school from a traditional school district of the results
of the most recent state report card issued for that school, in a manner determined by the
Department of Education and Workforce.3
