SUMMARY
 Establishes a state report card for chartered nonpublic schools that enroll students
participating in state scholarship programs.
 Establishes a 16-member State Report Card Review Committee, which must issue a
report based on a study of state report cards by June 30, 2025.
 Entitles the bill the School Rating Enhancement Act.
DETAILED ANALYSIS
State report card
Chartered nonpublic schools report card
The bill requires the Department of Education and Workforce to establish a state report
card for chartered nonpublic schools that enroll students who participate in state scholarship
programs, including the Ed Choice, Autism, Jon Peterson Special Needs, and Pilot Project
(Cleveland) scholarship programs. The report card must be similar to the one issued under
continuing law for city, local, and exempted village school districts, school buildings operated by
those districts, STEM schools, college-preparatory boarding schools, and most community
schools. The state report card for chartered nonpublic schools must include performance
ratings for the Achievement and Progress components currently included in state report cards
for those public schools. The bill requires that the state report cards be issued by September 15
of each year, or the preceding Friday if the day falls on Saturday or Sunday. 1
Under current law, the Department assigns a “star” performance rating to most public
schools for the Achievement component based on the school’s percentage of the maximum

performance index score. It also assigns a “star” performance rating for the Progress based on
the school’s overall score under the value-added progress dimension.2 This bill applies those
same measures used to determine performance ratings for Achievement and Progress
components for chartered nonpublic schools.
Posting requirements
The bill requires the Department to post all of the state report cards it issues in a
prominent location on the Department’s publicly accessible website. The state report cards that
must be posted include the new state report card established under the bill for chartered
nonpublic schools and the separate state report cards established under continuing law for:
1. City, local, and exempted village school districts and their school buildings, STEM
schools, college-preparatory boarding schools, and most community schools;
2. Joint vocational school districts and other career-technical planning districts; and
3. Community schools primarily serving students enrolled in dropout prevention and
recovery programs.3
State report card review committee
The bill establishes a State Report Card Review Committee. A similar committee was set
to be established on July 1, 2023, but that committee was abolished by H.B. 33 of the 135th
General Assembly (effective October 3, 2023).
The Committee established under the bill consists of the following members:4
1. Two members of the House of Representatives appointed by the Speaker of House who
are not of the same political party. The House Minority Leader may recommend a
member of the Minority Leader’s political party to the Speaker.
2. Two members of the Senate appointed by the Senate President who are not of the same
political party. The Senate Minority Leader may recommend a member of the Minority
Leader’s political party to the President.
3. The Director of Education and Workforce, or the Director’s designee;
4. The following members appointed by the Director of Education and Workforce:
a. An elementary school teacher who has been selected from a list of candidates who
have been recommended by the Ohio Education Association and the Ohio
Federation of Teachers;

b. A high school teacher who has been selected from a list of candidates who have
been recommended by the Ohio Education Association and the Ohio Federation of
Teachers;
c. An individual with experience providing services to gifted students;
d. An individual with experience providing special education or related services to
children with disabilities;
e. A chartered nonpublic school representative;
f. A business community representative;
g. The parent of a child enrolled in any of grades K-12;
h. A community school representative; and
i. Two school district superintendents and one principal who represent urban,
suburban, and rural school districts. These three representatives must be selected
from a list of candidates who have been recommended by the Buckeye Association
of School Administrators, the Ohio Association of Elementary School Administrators,
and the Ohio Association of Secondary School Administrators.
The member of the House of Representatives and the member of the Senate who are in
the majority party serve as co-chairs of the Committee.5
The Committee must conduct a study of the state report cards issued for the 2023-2024
school year and prior school years and, based on that study, make recommendations for
improvements, corrections, and clarifications to the state report card. By June 30, 2025, the
Committee must submit a report of its findings to the Department of Education and Workforce
and the chairpersons of the House and Senate committees that consider primary and secondary
education legislation.6
