A BILL
To enact section 4507.064 of the Revised Code to 1
create an interim limited term driver's license 2
for pending visa applicants. 3
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 4507.064 of the Revised Code be 4
enacted to read as follows: 5
Sec. 4507.064. (A) As used in this section, "eligible 6
applicant" means an individual who has submitted a valid visa 7
application to the United States citizenship and immigration 8
services and is waiting to receive final approval and 9
documentation proving legal presence. 10
(B) An eligible applicant may apply to the registrar of 11
motor vehicles for an interim limited term driver's license in 12
the same manner as an applicant for a driver's license under 13
section 4507.06 of the Revised Code. The eligible applicant 14
shall do all of the following to qualify for an interim limited 15
term driver's license: 16
(1) Complete the application required under section 17
4507.06 of the Revised Code; 18

(2) Present substantially the same documentation required 19
under section 4507.06 of the Revised Code, except that legal 20
presence may be shown by presenting documentation that the 21
United States citizenship and immigration services has received 22
the applicant's visa application and is processing that 23
application; 24
(3) Comply with all other applicable laws relating to the 25
issuance of a driver's license. 26
(C) An interim limited term driver's license shall not be 27
issued to an eligible applicant for a period longer than one 28
year from the date of issuance. 29
(D)(1) An interim limited term driver's license is not 30
renewable, but may be replaced within ninety days prior to its 31
expiration with one of the following: 32
(a) A new interim limited term driver's license upon 33
presentation of documentation verifying that the United States 34
citizenship and immigration services is still processing the 35
applicant's visa application; 36
(b) A limited term driver's license upon presentation of 37
documentation issued by the United States citizenship and 38
immigration services proving legal presence. 39
(2) An interim limited term driver's license is not 40
transferable, and the applicant may not rely on it to obtain a 41
driver's license in another state. 42
(E) The registrar or a deputy registrar shall issue an 43
interim limited term driver's license to an eligible applicant 44
who qualifies for the license and complies with the requirements 45
of this section. 46
