A CONCURRENT RESOLUTION
To urge the Commissioner of Major League Baseball to 1
remove Peter Edward "Pete" Rose from Major League 2
Baseball's permanently ineligible list as soon as 3
possible, and to urge the Baseball Writers' 4
Association of America and the National Baseball Hall 5
of Fame to include Rose on the Hall of Fame ballot. 6
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF
OHIO (THE SENATE CONCURRING):
WHEREAS, Peter Edward "Pete" Rose is the all-time leader in 7
hits, at bats, and games played in Major League Baseball, and is 8
the only Major League Baseball player to play more than 500 9
games at five different positions; and 10
WHEREAS, Rose is a seventeen-time Major League Baseball All 11
Star, is the only player to be an All Star at five different 12
positions, and is the winner of two Gold Gloves, the Rookie of 13
the Year award, three batting titles, a Most Valuable Player 14
award, and three World Series titles, two with the Cincinnati 15
Reds and one with the Philadelphia Phillies; and 16
WHEREAS, Rose managed the Cincinnati Reds beginning in 1984 17
until 1989, compiling a record of 426-388, the fifth most wins 18

by a manager in Reds history; and 19
WHEREAS, On August 24, 1989, Rose voluntarily accepted a 20
permanent place on Major League Baseball's ineligible list in 21
response to a Major League Baseball investigation concerning his 22
gambling activities, including gambling on baseball games; and 23
WHEREAS, Under Major League Baseball rules, Rose was 24
eligible to apply for reinstatement on or after August 24, 1990. 25
Rose applied for reinstatement in 1992, 2015, 2020, and as 26
recently as November 2022; now therefore be it 27
RESOLVED, That we, the members of the 135th General 28
Assembly of the State of Ohio, urge Robert Manfred, the 29
Commissioner of Major League Baseball, to remove Peter Edward 30
"Pete" Rose from Major League Baseball's permanently ineligible 31
list as soon as possible; and be it further 32
RESOLVED, That we, the members of the 135th General 33
Assembly of the State of Ohio, urge the Baseball Writers' 34
Association of America and the National Baseball Hall of Fame to 35
include Pete Rose on the next Hall of Fame ballot; and be it 36
further 37
RESOLVED, That the Clerk of the House of Representatives 38
transmit duly authenticated copies of this resolution to Major 39
League Baseball Commissioner Robert Manfred, the Baseball 40
Writers' Association of America, the National Baseball Hall of 41
Fame, and the news media of Ohio. 42
