SUMMARY
Creates the F-13 liquor permit to allow the on-premises sale of beer or intoxicating
liquor at any business that is not otherwise qualified to obtain a liquor permit.
DETAILED ANALYSIS
F-13 liquor permit
The bill authorizes the Division of Liquor Control to issue an F-13 permit to any business
that is not otherwise qualified to be issued a liquor permit to do all of the following:
1. Purchase beer from a beer manufacturer or beer distributor (A-1, A-1c, or B-1 liquor
permit holder, see “Appendix,” below) and sell the beer for on-premises consumption
at special functions held during the validity period of the F-13 permit;
2. Purchase wine and mixed beverages from a wine manufacturer, mixed beverage
manufacturer, wine distributor, or mixed beverages distributor (A-2, A-2f, A-4, B-2, B-4,
or B-5 permit holder, see “Appendix,” below) and sell the wine or mixed beverages
for on-premises consumption at special functions held during the validity period of the
F-13 permit; and
3. Purchase spirituous liquor from an agency store and sell the spirituous liquor for on-
premises consumption at special functions held during the validity period of the F-13
permit.
An F-13 permit is valid for one day. Not more than ten F-13 permits may be issued to
the same applicant in any calendar year. An applicant must apply for an F-13 permit not less

than 30 days prior to the date on which the person intends to conduct sales under the F-13
permit.1
The Division cannot issue an F-13 permit to a business unless the business premises for
which the F-13 permit is sought is located in a precinct in which beer and intoxicating liquor
sales are permitted by law. However, sales under an F-13 permit on Sundays are not affected
by whether Sunday sales of beer and intoxicating liquor for consumption on the premises
where sold are allowed to be made by persons holding another type of permit in the precinct.2
The bill requires the Division to issue an F-13 permit free of charge. In addition, the bill
exempts from the Opened Container Law beer or intoxicating liquor that has been lawfully
purchased for on-premises consumption from an F-13 permit holder.3
