SUMMARY
Requires the Registrar of Motor Vehicles to prioritize the designation of the clerk of the
court of common pleas as a deputy registrar in certain counties.
DETAILED ANALYSIS
Deputy registrar selection
Under current law, there must be at least one deputy registrar in each county, unless no
one agrees to serve in that position. The Registrar of Motor Vehicles may designate any of the
following to act as a deputy registrar:
1. The county auditor;
2. The clerk of a court of common pleas;
3. An individual; or
4. A nonprofit corporation.
The bill requires the Registrar to prioritize a clerk of a court of common pleas’ bid to be
deputy registrar (if that clerk serves a county with a population between 380,000 and 420,000,
according to the most recent federal decennial census), when a competitive selection process
occurs for the position. If the clerk participates in the process and meets the bidding
requirements, the Registrar must award the contract to that clerk.1 The bill does not affect the
Registrar’s authority to designate multiple deputy registrars within a county.
