SUMMARY
Declares the bill’s provisions to be “The Consumer Utility Billing Transparency Act.”
Requires utility bills from a gas, natural gas, water works, or electric light company to
itemize all riders, charges, taxes, and other costs associated with the applicable utility
service.
Requires each line item to contain the amount apportioned to the customer for the
billing period.
DETAILED ANALYSIS
Consumer Utility Billing Transparency Act
The bill states its provisions are to be known as “The Consumer Utility Billing
Transparency Act.”1
Itemization of utility riders, charges, and costs
The bill requires residential customer utility billing issued from a gas, natural gas, water
works, or electric light company, operated either for profit or not-for-profit, to itemize the
following information, with each line item containing the amount apportioned to the customer
for the billing period:
The customer’s utility distribution, generation, transmission, and supply costs;
All riders and charges that are separate from the customer’s utility distribution,
generation, transmission, or supply costs;
