DETAILED ANALYSIS
License Plate Blue Star Banner license plate, which must display an appropriate logo and
words selected by representatives of Department of Veterans Services and
approved by the Registrar of Motor Vehicles.1
Recipients Available to a “member of the immediate family” of a person who is a
member of any branch of the armed forces of the United States who is
serving on active duty, including those on active duty in the reserves or
National Guard. A “member of the immediate family” includes all of the
following:
▪ A spouse;
▪ A parent;
▪ A stepparent;
▪ Another person who acted in loco parentis;
▪ A sibling, whether of the whole or half-blood, or by adoption;
▪ A child, including those by adoption, or a stepchild; or
▪ A grandparent.
Eligible Vehicles Any passenger car, noncommercial motor vehicle, recreational vehicle, or
other vehicle approved by the Registrar.

Use of Contribution
Requirements for 1. Submission of an application;
Issuance 2. Supporting documentation as required by the Registrar certifying
that the applicant’s family member is currently serving on active
duty;
3. Payment of the regular license tax, any local tax, administrative fee,
any special reserved license plate fee if necessary; and
4. Compliance with all other relevant laws relating to motor vehicle
registration.
Combined with Special May be combined with a special reserved license plate provided in current
Reserved License Plate law.
