SUMMARY
 Increases the base salary for beginning teachers with a bachelor’s degree from $35,000
to $50,000 and proportionally increases the minimum salaries for teachers with
different levels of education and experience.
DETAILED ANALYSIS
State minimum teacher salary schedule
The bill amends the statutory minimum teaching salary schedule to increase the
minimum base salary for beginning teachers with a bachelor’s degree from $35,000 to $50,000
and to increase proportionally the minimum salaries for teachers with different levels of
education and experience.1
Under current law, each school district board of education and each educational service
center governing board must adopt an annual teacher salary schedule that complies with the
statutory minimum. That schedule must be either merit-based or contain provisions for
increments based on training and years of service. In practice, however, the compensation rate
is generally set by way of collective bargaining between the employing board and the
organization representing the teachers.2
The minimum teaching salary schedule baseline recently was increased from $30,000 to
$35,000 in H.B. 33 of the 135th General Assembly, effective October 3, 2023.
