SUMMARY
 Creates the Ohio Cold War Victory Medal to be distributed by the Director of Veterans
Services to eligible applicants.
 Creates the Ohio Cold War Victory Medal Fund, which consists of application fees,
appropriations, and investment earnings.
DETAILED ANALYSIS
Ohio Cold War Victory Medal
The bill requires the Director of Veterans Services to establish a program for the
distribution of Ohio Cold War Victory Medals to eligible applicants.1 An applicant must be given
the medal if the applicant was a member of the Ohio National Guard for at least 18 months
from September 2, 1945, to December 26, 1991, was an Ohio resident while enlisted, and was
not discharged dishonorably.2 The Adjutant General must design the medal to resemble
equivalent medals in other states and veterans’ organizations; Louisiana and Texas offer the
medal to their National Guard members while Alaska offers a ribbon.3
The Director of Veterans Services must prescribe an application form to be used and
must collect an application fee in an amount not greater than the cost of producing the medal. 4

If an equivalent federal medal becomes available, the Director will no longer issue medals.5
Currently, a federal medal is not available but there has been recent legislation in Congress to
create one.6
Finally, the bill creates the Ohio Cold War Victory Medal Fund, which consists of
application fees, appropriations, and investment earnings; the fund is used to pay for the
medals to be produced.7
