A CONCURRENT RESOLUTION
To express that Ohio stands with Texas and to denounce 1
President Biden's administration's open-border 2
policies. 3
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF
OHIO (THE SENATE CONCURRING):
WHEREAS, The State of Texas and the United States are 4
experiencing the worst immigration crisis in the history of the 5
country, which is a direct result of President Biden's 6
administration's open-border policies; and 7
WHEREAS, Article IV, Section 4 of the United States 8
Constitution obligates the federal government to establish 9
national borders and to defend the states against invasion; and 10
WHEREAS, President Biden's administration is refusing to 11
enforce federal law and secure the southern border despite 12

congressional authorization and funding for that purpose, 13
resulting in more than 7 million illegal aliens crossing into 14
the United States and related increases in drug trafficking, 15
human trafficking, and violent crimes; and 16
WHEREAS, More than 400,000 of the illegal immigrants 17
apprehended at the southern border during President Biden's 18
administration were unaccompanied minors who may be victims of 19
human trafficking; and 20
WHEREAS, The State of Texas has taken reasonable steps 21
consistent with Article I, Section 10, Clause 3 of the United 22
States Constitution to defend itself from invasion by ensuring 23
the integrity of the southern border and preventing illegal 24
entry to the United States, which President Biden's 25
administration has moved to thwart; and 26
WHEREAS, In response to the State of Texas's request for 27
assistance with securing the southern border, Governor DeWine 28
deployed the Ohio National Guard and the Ohio State Highway 29
Patrol in 2020, 2021, 2022, and 2023; now therefore be it 30
RESOLVED, That we, the members of the 135th General 31
Assembly of the State of Ohio, support the State of Texas's 32
efforts to secure the southern border and prevent unlawful entry 33
to the United States; and be it further 34
RESOLVED, That we, the members of the 135th General 35
Assembly of the State of Ohio, affirm and support Governor 36
DeWine's deployment of the Ohio National Guard and the Ohio 37
State Highway Patrol to assist the Texas National Guard with 38
protecting the southern border and preventing illegal 39
immigration, and we encourage Governor DeWine to continue to 40
respond decisively and generously to requests from the State of 41
Texas for assistance; and be it further 42
RESOLVED, That we, the members of the 135th General 43

Assembly of the State of Ohio, commend the members of the Ohio 44
National Guard and the Ohio State Highway Patrol for their 45
efforts to secure the southern border and for their service to 46
the State of Ohio and to the United States; and be it further 47
RESOLVED, That we, the members of the 135th General 48
Assembly of the State of Ohio, support legal immigration to the 49
United States and welcome all legal immigrants, both individuals 50
and families, who desire to work and prosper here and to 51
assimilate into our grand experiment in self-governance; and be 52
it further 53
RESOLVED, That the Clerk of the House of Representatives 54
transmit duly authenticated copies of this resolution to the 55
President of the United States, to the President Pro Tempore and 56
the Secretary of the United States Senate, to the Speaker and 57
the Clerk of the United States House of Representatives, to the 58
members of Ohio's congressional delegation, and to the news 59
media of Ohio. 60
