SUMMARY
Provides funding for the replacement of police dogs imprinted to detect marijuana.
Reimburses such expenses from adult-use excise tax revenue.
DETAILED ANALYSIS
Funding for police dog replacement
The bill appropriates $6 million to be used by the Office of Criminal Justice Services for
the replacement of police dogs imprinted to detect marijuana in light of the legalization of
adult-use cannabis. The bill requires the Office to distribute the funds to state and local law
enforcement agencies through grants. The grant funds, not to exceed $20,000 for each police
dog, must be used for purchases, training, and equipment related to the replacement police
dogs. The selection criteria for grants is to be developed by the Office.
Initially, the funding would be provided from the General Revenue Fund (GRF).
However, the bill requires the Director of Budget and Management to reimburse the GRF from
the Cannabis Social Equity and Jobs Fund within one year after the first collection of revenue
from the adult-use excise tax.
