SUMMARY
 Requires the State Board of Education when issuing educator licenses to specify
whether the educator is licensed to teach grades pre-K through 5, grades 4 through 9, or
grades 7 through 12.
DETAILED ANALYSIS
Grade band specifications
The bill restores former law, in effect prior to H.B. 33 of the 135th General Assembly,
regarding educator license grade bands. The bill requires the State Board of Education, when
issuing resident, professional, senior professional, and lead professional educator licenses, to
specify whether the educator is licensed to teach grades pre-K through 5, grades 4 through 9, or
grades 7 through 12. Current law requires the State Board to specify whether the educator is
licensed to teach grades pre-K through 8 or grades 6 through 12.1
The bill also makes a corrective change by extending a school district’s or community
school’s authority to employ a licensed educator to teach outside of the designated grade band
beyond December 29, 2023. H.B. 101 of the 135th General Assembly has already made that
change, which is effective April 30, 2024.2
