A RESOLUTION
To oppose the proposed constitutional amendment 1
Issue 1. 2
BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO:
WHEREAS, On November 7, 2023, an issue entitled "The Right 3
to Reproductive Freedom with Protections for Health and Safety" 4
will appear on the statewide ballot as Issue 1; and 5
WHEREAS, Human life is precious and must be protected; and 6
WHEREAS, Health and safety protections for women are of the 7
utmost importance; and 8
WHEREAS, Parents are the ultimate arbiter of what is best 9
for their children; and 10
WHEREAS, Issue 1 will undermine human life and enshrine the 11
right to end life in our state's Constitution; and 12
WHEREAS, Issue 1 ignores Ohio's already existing exceptions 13
for the life and health of the mother in favor of establishing 14
the right to abortion-on-demand through all nine months by 15
allowing for-profit abortion providers to make the final call on 16
all abortion procedures, standards, and timing; and 17
WHEREAS, Issue 1 will eliminate many, if not all, state 18
laws regarding abortion, including parental notification 19
requirements; the prohibition on abortion by dismemberment; laws 20

preventing painful, late-term abortions; laws disallowing 21
abortion based on a child's characteristics; and laws 22
prohibiting abortions when a child is removed alive during an 23
abortion procedure; and 24
WHEREAS, Issue 1 may erase parental rights by ending 25
parental notification and preventing parents from being involved 26
in the most important decisions in their child's life, including 27
abortions; and 28
WHEREAS, Issue 1 would instead allow for-profit abortion 29
providers to pressure children into these decisions behind 30
closed doors and without their parents; and 31
WHEREAS, Issue 1 eliminates many basic health and safety 32
protections for women, including requiring that abortions be 33
performed in person by a licensed doctor who can transfer a 34
woman to a hospital if something goes wrong during a procedure; 35
now therefore be it 36
RESOLVED, That we, the members of the Senate of the State 37
of Ohio, urge the citizens of Ohio to vote against Issue 1 as a 38
dangerous and irresponsible constitutional amendment that will 39
undermine the current rights and protections of unborn children, 40
women, and parents; and be it further 41
RESOLVED, That the Clerk of the Senate transmit duly 42
authenticated copies of this resolution to the news media of 43
Ohio. 44
