SUMMARY
 Designates the “Sgt. Bradley J. Harper USMC Memorial Highway.”
 Updates the name of one of the organizations receiving contributions from the “ALS
Awareness” license plate to “ALS United Ohio, Incorporated.”
DETAILED ANALYSIS
Memorial Highway
The act designates the following highway and authorizes the Director of Transportation
to erect suitable markers along the highway indicating its name:
Designated Name “Sgt. Bradley J. Harper USMC Memorial Highway”1
Highway The northbound and southbound lanes of State Route (S.R.) 60, between the
intersection of that route and Main Street, south of the municipal corporation
of Dresden, and the intersection of that route and S.R. 16, in Muskingum
County
Other Information Sgt. Harper was killed in action on August 3, 2005, during combat operations
south of Haditha, Iraq.
Specialty license plate
The act updates the name of one of the organizations receiving contributions from the
“ALS Awareness” license plate to reflect the organization’s name change. Specifically, it changes
the name “ALS Association Central & Southern Ohio Chapter” to “ALS United Ohio,
Incorporated.” As a result of the act, ALS United Ohio, Incorporated, will receive all license plate

contributions that were made prior to the name change and that were held back by the
Registrar of Motor Vehicles.
Under former law, the Registrar distributed the contributions collected from the “ALS
Awareness” license plate to the ALS Association Central & Southern Ohio Chapter. That Chapter
then divided the contributions, according to an agreement, with the ALS Association Northern
Ohio Chapter. As a result of the name change, the act specifies that the agreement is between
ALS United Ohio, Incorporated, and ALS Association Northern Ohio Chapter. The use of the
contributions remains the same. Specifically, they must be used to discover treatments and a
cure for ALS, and to serve, advocate for, and empower people affected by ALS to live their lives
to the fullest. 2
