DETAILED ANALYSIS
The act designates the following highways and authorizes the Director of Transportation
to erect suitable markers along the highways indicating their name:
Designated Name “Brigadier General Charles Young Memorial Historical Corridor”1
Highway All of the following routes:
▪ The northeasterly and southwesterly lanes of U.S. Route 42
between Campus Drive and U.S. Route 68 in Greene County;
▪ The northbound and southbound lanes of U.S. Route 68 between
U.S. Route 42 in Greene County and U.S. Route 62 in Brown County;
▪ The northbound and southbound lanes of U.S. Route 62 between
U.S. Route 68 and the Simon Kenton Bridge in Brown County.
Other Information Brigadier General Charles Young was the third African-American to graduate
from the U.S. Military Academy at West Point. Young earned his diploma
and was commissioned as an officer in 1889.
Between 1889 and 1907, Young served in the 9th Cavalry, primarily at
western posts and rose to the rank of captain. During his military career, he
also served as the first African-American national park superintendent at
Sequoia National Park. In 1894, Young was assigned to teach military
sciences and tactics at Wilberforce University.

Subsequently, Young served as a military attaché in Liberia, where he
passed away on January 8, 1922.
On June 1, 1923, Young was memorialized at Arlington National Cemetery’s
Memorial Amphitheater and buried at the cemetery. He was posthumously
promoted to brigadier general.
