SUMMARY
 Defines the term “emotional intelligence.”
 Requires the Attorney General to adopt rules governing the training of peace officers on
emotional intelligence.
 Requires the Ohio Peace Officer Training Commission to include training on emotional
intelligence in its training program.
DETAILED ANALYSIS
Emotional intelligence training
The bill defines the term “emotional intelligence” as the ability to identify and manage
someone’s own emotions as well as the emotions of others. “Emotional intelligence” includes
having self-awareness, self-management, social awareness, and relationship management
skills.1 The bill requires the Attorney General to adopt rules governing peace officer training on
emotional intelligence. The rules must specify the amount of training necessary for the
satisfactory completion of basic training programs at approved peace officer training schools,
other than the Ohio Peace Officer Training Academy and the time within which a peace officer
is required to receive that training, if the peace officer is appointed as a peace officer before
receiving that training.2

The bill requires that peace officer training programs developed by the Ohio Peace
Officer Training Commission include training on emotional intelligence. Current law does not
include emotional intelligence as part of the training program.3
