A CONCURRENT RESOLUTION
To urge Congress to repeal the Windfall Elimination Provision. 1
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF
OHIO (THE SENATE CONCURRING):
WHEREAS, The Windfall Elimination Provision was enacted in 2
1983 to equalize the earned Social Security benefits of workers 3
who spend part of their careers in exempt public service and 4
workers who spend their entire careers participating in Social 5
Security; and 6
WHEREAS, The Windfall Elimination Provision reduces the 7
Social Security benefits of public servants who receive a 8
pension for public service that was not subject to Social 9
Security taxes; and 10
WHEREAS, Members of the 118th United States Congress have 11
introduced legislation to repeal the Windfall Elimination 12
Provision; and 13
WHEREAS, There are 1.7 million members in Ohio's public 14
retirement systems and over 450,000 beneficiaries and 15
recipients; and 16
WHEREAS, The Windfall Elimination Provision's flawed 17
practical application diminishes nearly 150,000 Ohioans' 18
retirement security and fails to recognize their rightfully 19
earned Social Security and public pension benefits; now 20

therefore be it 21
RESOLVED, That we, the members of the 135th General 22
Assembly of the State of Ohio, in adopting this resolution, urge 23
the Congress of the United States to repeal the Windfall 24
Elimination Provision; and be it further 25
RESOLVED, That the Clerk of the House of Representatives 26
transmit duly authenticated copies of this resolution to the 27
President Pro Tempore and Secretary of the United States Senate, 28
the Speaker and Clerk of the United States House of 29
Representatives, the members of the Ohio Congressional 30
delegation, and the news media of Ohio. 31
