SUMMARY
 Requires the Department of Health to solicit research on the relationship between
COVID-19 and myocarditis.
 Requires the selected researcher to submit two reports to the General Assembly.
 Makes an appropriation.
DETAILED ANALYSIS
Researcher selection
S.B. 80 requires the Department of Health to solicit research on the relationship
between COVID-19 and myocarditis. Myocarditis is inflammation of the heart muscle. Within
30 days of the effective date of the bill, the Department must do all of the following:
 Issue a request for research proposals from state universities or Ohio-based research
institutions;
 Select a researcher that will study the relationship between COVID-19 infection and
myocarditis and COVID-19 vaccination and myocarditis;
 Publicly announce the researcher selected.
Once the researcher is selected, all research proposals submitted to the Department
become public records.1 The bill appropriates $2 million for this study.2

Reports
The selected researcher must submit two reports to the General Assembly. The first
report is due six months after the researcher is selected by the Department, and must provide
updates on the study’s progress. The second report is due 12 months after the researcher is
selected, and must summarize the results of the study.3
