SUMMARY
 Prohibits state institutions of higher education and private colleges from discriminating
against individuals based on COVID-19 vaccination status.
DETAILED ANALYSIS
Prohibition against discrimination
The bill prohibits state institutions of higher education and private colleges from
discriminating against individuals based on whether or not the individual has received one or
more COVID-19 vaccinations or whether or not the individual uses a COVID-19 immunity
passport.1 A COVID-19 immunity passport is defined as a document, digital record, or software
application indicating vaccination against or recovery from COVID-19.2
The discriminatory actions prohibited by the bill include excluding, penalizing, or
segregating the individual, refusing to enroll the individual, or withholding from or denying to
the individual any advantage, facility, good, opportunity, privilege, or service.3
