TITLE OF BILL:
An act to amend the alcoholic beverage control law, in relation to a
license to sell liquor at retail for consumption on certain premises
 
PURPOSE:
This bill will allow Avalon Lounge to obtain a license to sell liquor at
retail for consumption on premise.
 
SUMMARY OF PROVISIONS:
Section one of this legislation amends subdivision 7 of section 64-a of
the Alcoholic Beverage Control Law by adding a new paragraph (c-7) to
allow the State Liquor Authority to issue a retail license to Avalon
Lounge for the on-premises consumption of alcohol, given that said prem-
ises area within 200 feet of a place of worship.
Section two provides the effective date.
 
EXISTING LAW:
 
JUSTIFICATION:
The Avalon Lounge, located in the heart of the trendy, Village of Cats-
kill, features a performance venue and lounge as well as a vast menu of
Korean food. Currently, Avalon Lounge has a beer and wine license but is
prohibited from offering a full bar to its patrons because the venue is
located within 200 feet of a place of worship. The owners of Avalon
Lounge are seeking this exemption to not only be able to meet their
customers' expectations of such a venue but to also draw in additional
business as more and more people flock to the Village.
