TITLE OF BILL:
An act to amend the state finance law, the general municipal law, the
public authorities law and the highway law, in relation to enacting the
"New York state buy American cement act"
 
SUMMARY OF PROVISIONS:
Section 1 establishes the short title, "New York State Buy American
Cement Act"
§ 2 Amends state finance law by adding a new section 162-b that author-
izes any department or agency procuring cement to award contracts to
responsible and reliable bidders of cement produced in the United
States.
§ 3 Amends general municipal law by adding a new section 104-e that
authorizes any department or agency procuring cement to award contracts
to responsible and reliable bidders of cement produced in the United
States.
§ 4 Amends the public authorities law by adding a new section 2877-b
that authorizes any public authority procuring cement to award contracts
to responsible and reliable bidders of cement produced in the United
States.
§ 5 Amends highway law by adding a new section 12-b that authorizes the
commissioner of transportation to award contracts to responsible and
reliable bidders of cement produced in the United States when procuring
cement.

JUSTIFICATION:
Cement manufacturing in New York has a long history of providing good
jobs and high-quality reliable materials for communities across our
state and the country; beginning with the boom of Rosendale natural
cement from Ulster County in the 1800's and continuing today with the
impressive Ravena Cement Plant in the Hudson Valley, which contributes
hundreds of millions to the local economy.
Recognizing the enduring importance of job creation and economic vitali-
ty for not only New York State, but the United States as a whole, our
State should prioritize reinvesting our financial resources into compa-
nies that support bettering the quality of Americans' lives through
buying American products, like cement produced in the United States.
New York has previously encouraged and prioritized American made
products with recent examples of materials including rock salt in 2022
and steel in 2017. Though buying cement produced in the United States
doesn't always mean New York products will be chosen, this policy will
still help to support the economic well-being of our country as a whole
which supports the betterment of New York lives.
