TITLE OF BILL:
An act to amend the education law, in relation to establishing a New
York state nursing faculty scholarship incentive program for advanced
degrees in nursing
 
PURPOSE:
The purpose of this bill is to provide scholarship incentives for nurses
to further their studies towards a master's or doctoral degree, in
exchange for agreeing to teach or train nursing candidates in an accred-
ited New York state nursing program.
 
SUMMARY OF PROVISIONS:
Section 1 of this bill adds a new subdivision 13 to section 605 of the
education law to provide for a nursing scholarship incentive program for
advanced degrees in nursing.
Section 2 of this bill adds a new section 671-a to the education law to
specify the number and certification, duration, and amount of the schol-
arships.
Section 3 of this bill provides that the act shall take effect imme-
diately.
 
JUSTIFICATION:
The shortage of nurses in underserved areas of our state is a critical
need. In order to address that need, more nurses must be trained.
Unfortunately, the number of nurses with advanced degrees who are avail-
able to teach and train new nursing candidates in the state's nursing
schools is rapidly decreasing, with many more retirements expected with-
in the next few years. This bill would encourage those with a current
professional nursing degree to seek an advanced degree and in exchange
agree to teach or train new nursing candidates in an accredited nursing
program within New York state. Such scholarship incentives would be one
step in addressing the nursing shortage which currently exists in many
parts of our state.
