TITLE OF BILL:
An act to amend chapter 117 of the laws of 1983 incorporating the Mace-
don Center Volunteer and Exempt Firemen's Benevolent Association, Inc.,
and providing for its powers and duties, in relation to the purpose of
such association and the use of foreign fire insurance premium taxes
 
PURPOSE:
Relates to the purpose of the Macedon Center Volunteer and Exempt Fire-
men's Benevolent Association, Inc., and the use of foreign fire insur-
ance premium taxes
 
SUMMARY OF PROVISIONS:
Section 1. Sections 1, 2, 3 and 7 of chapter 117 of the laws of 1983
incorporating the Macedon Center Volunteer and Exempt Firemen's Benevo-
lent Association, Inc., and providing for its powers and duties, are
amended.

§7. Precept for payment of foreign fire insurance premium taxes. §
§2.Provides the effective date.
 
JUSTIFICATION:
The purpose of the benevolent is to assist the fire department in
retaining and caring for our current and longtime past responders.
Unfortunately, the law as originally written, which has modeled similar
laws at the time, restricts the use of the funds only to indigent or
sick persons. That limit prohibits the benevolent from assisting its
members and from offering benefits to assist in retention of the fire
department members. This change, which is modeled after numerous recent
laws, will greatly expand the benevolent's ability to retain members,
assist members in times of need, and to help keep our volunteers active,
healthy and happy. This expansion is obtained by removing the above
restriction, and by expanding the purposes of the association to model
those of other recent legislative enactments.

EFFECTIVE DATE:
This act shall take effect immediately; provided, however, that the
amendments to section 7 of chapter 117 of the laws of 1983 incorporating
the Macedon Center Volunteer and Exempt Firemen's Benevolent Associ-
ation, Inc. and providing for its powers and duties, made by section one
of this act shall apply to taxes due on premiums received on and after
January 1, 2027.
