TITLE OF BILL:
An act to amend the vehicle and traffic law and the public officers law,
in relation to establishing a school speed zone camera demonstration
program in the village of Pelham; and providing for the repeal of such
provisions upon expiration thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
To authorize the Village of Pelham to establish a school speed zone
camera demonstration program.
 
SUMMARY OF PROVISIONS:
Sections 1 to 3 authorize the Village of Pelham to establish a school
speed zone camera demonstration program.
Section 4 sets forth the effective date.
 
JUSTIFICATION:
Excessive speeding has created significant danger for schoolchildren and
adults alike. The purpose of this legislation is to establish a school-
speeding-zone camera demonstration program in the Village of Pelham to
improve safety for students and pedestrians. This program will authorize
the use of automatic cameras in designated school zones to detect and
deter speeding. By shifting enforcement from traffic stops to automated
camera systems with appropriate due process protections, this program
aims to reduce speeding, enhance compliance with traffic laws, and
protect children traveling to and from school.

EFFECTIVE DATE:
This act shall take effect on the thirtieth day after it shall have
become a law and shall expire December 31, 2031, when upon such date the
provisions of this act shall be deemed repealed. Effective immediately,
the addition, amendment and/or repeal of any rule or regulation neces-
sary for the implementation of this act on its effective date are
authorized to be made and completed on or before such effective date.
