TITLE OF BILL:
An act to amend the cannabis law, in relation to cannabis showcase event
permit requirements for microbusiness licensees
 
PURPOSE:
The purpose of this legislation is to clarify any ambiguity in the law
and regulations concerning the microbusinesses authorization to partic-
ipate in the cannabis showcases.
 
SUMMARY OF PROVISIONS:
Section 1: Subdivision 2 of section 130-a of the cannabis law, as
amended by Chapter 112 of 2025 is amended.
Section 2: Establishes the effective date.
 
JUSTIFICATION:
Chapter 669 of 2024 established cannabis showcase events, the Office of
Cannabis Management subsequently established rules and regulation to
govern the events. This legislation is needed to clarify both the law's
intent and the regulations surrounding microbusiness participation in
these events.
Under the Cannabis Law, nicrobusiness licensees are only authorized to
sell their own products. The proposed changes in this bill would author-
ize a microbusiness to participate as both the cultivator (and if appli-
cable a processor), and a retailer for a cannabis showcase events. This
mirrors a microbusiness's authorization under the Cannabis Law, which
allows them to cultivate, process, distribute. and conduct retail sales
if authorized by the Cannabis Control Board on their license.
Allowing microbusinesses the opportunity to participate in all aspects
of the cannabis showcase event will help small farmers compete and give
them a new opportunity to sell cannabis products at approved events.
 
LEGISLATIVE HISTORY:
This is new legislation and is a clarification of Chapter 112 of 2025.
 
FISCAL IMPLICATIONS:
This legislation has no fiscal implications for either State or Local
Governments.
 
EFFECTIVE DATE:
This act shall take effect immediately.
