TITLE OF BILL:
An act to amend the vehicle and traffic law and the public officers law,
in relation to establishing a school speed zone camera demonstration
program in the village of Croton-on-Hudson; and providing for the repeal
of such provisions upon expiration thereof
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to allow the village of Croton-on-Hudson to
implement a demonstration program for a speed violation camera monitor-
ing system in school speed zones.
SUMMARY OF PROVISIONS:
Section 1 amends the vehicle and traffic law by adding a new section
1180-i. This authorizes the village of Croton-on-Hudson to establish a
demonstration program imposing monetary liability on the owners of motor
vehicles found to be in violation of the maximum school speed limit in
Croton-on-Hudson.
Section 2 amends section 87 of the Public Officers Law by adding para-
graph (w).
Section 3 clarifies that purchases or leases of equipment for the demon-
stration program pursuant to 1180-i of the vehicle and traffic law shall
be subject to the provisions of section 103 of the general municipal
law.
Section 4 sets the effective date and expiration date.
JUSTIFICATION:
The enactment of this legislation will provide the village of Croton-on-
Hudson with a greater ability to enforce appropriate speeds in school
zones. Through numerous surveys conducted by the village's Police Advi-
sory Committee, speeding has been identified as the most significant
public safety problem. Although there are currently officers assigned
solely to enforce traffic laws, automated solutions, such as speed
cameras, have been proven to consistently reduce vehicle speeds and
collisions without requiring constant police presence.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
None to the State. Fiscal impact on the village of Croton-on-Hudson to
be determined.
EFFECTIVE DATE:
This act shall take effect on the thirtieth day after it shall have
become a law and shall expire December 31, 2031, when upon such date the
provisions of this act shall be deemed repealed. Effective immediately,
the addition, amendment and/or repeal of any rule or regulation neces-
sary for the implementation of this act on its effective date are
authorized to be made and completed on or before such effective date.
