TITLE OF BILL:
An act to amend the facilities development corporation act, in relation
to the transfer and conveyance of certain property to the town of Goshen
PURPOSE:
Authorizes the State to convey a parcel of land to the Town of Goshen
that is located on the Office of Mental Health's Mid-Hudson Forensic
Psychiatric Center campus
SUMMARY OF PROVISIONS:
Section 1: Amends subdivision 13 of section 5 of section 1 of chapter
359 of the laws of 1968 by adding a new paragraph c to establish stand-
ards for transferring and conveying certain property to the Town of
Goshen.
Section 2: Sets effective date.
JUSTIFICATION:
This bill authorizes the State to convey State-owned land located along
Route 17M to the Town of Goshen. The state-owned property consists of
the former Wastewater Treatment Plant and approximately 19 acres of land
on which the Plant is located. This parcel is critical to several munic-
ipal priorities, including planned water and sewer infrastructure
improvements, public safety operations, and long-term community develop-
ment uses. Acquiring this property will allow the Town to move forward
efficiently while protecting local taxpayers from unnecessary acquisi-
tion costs. This project is currently under State review, and the Office
of Mental Health (OMH) has indicated it will be abandoned once this
conveyance is finalized, resulting in immediate and substantial savings
to New York taxpayers.
In addition, this conveyance provides significant financial benefit to
the State. By allowing the Town to assume responsibility for the site
and complete the necessary upgrade, OMH will avoid more than $8 million
in projected costs associated with constructing a new water and sewer
transmission line.
The cost savings OMH will realize by avoiding construction of the water
and sewer transmission lines to Middletown - estimated at more than $8
million far exceed the $1.4 million valuation OMH has placed on the
property.
This bill was requested by the Town of Goshen and received input from
OMH and the Dormitory Authority of the State of New York (DASNY).
