TITLE OF BILL:
An act to amend chapter 10 of the law of 1958, relating to incorporating
the Islip Terrace Volunteer Exempt Firemen's Benevolent Association, and
providing for its powers and duties, in relation to making technical
amendments thereto
 
PURPOSE:
To update statutory language relating to the Islip Terrace Volunteer
Exempt Firemen's Benevolent Association, including gender-neutral termi-
nology and conforming references to current provisions of law.
 
SUMMARY OF PROVISIONS:
Section 1. Sections 1, 2 and 7 of chapter 10 of the laws of 1958, relat-
ing to incorporating the Islip Terrace Volunteer Exempt Firemen's Benev-
olent Association, and providing for its powers and duties, are amended.
Section 2 provides the effective date.
 
JUSTIFICATION:
This bill updates the governing law of the Islip Terrace Volunteer
Exempt Firemen's Benevolent Association to reflect gender-neutral, and
inclusive language by replacing terms such as "Firemen's", "firemen,"
and "his" with "firefighter's", "firefighter," and "their." These chang-
es are consistent with New York State's gender-neutral standards.
This bill also revises provisions relating to the use of foreign fire
insurance premium tax funds received from the New York State Insurance
Department. Current law limits the use of such funds to the care and
relief of disabled or indigent volunteer and exempt firefighters and
their families. This legislation would instead allow the funds to be
used in furtherance of all statutory purposes of the association,
including maintaining a headquarters, promoting fraternal engagement
among members, supporting the welfare of the volunteer fire service, and
continuing to provide aid and assistance to members and their families.
In addition, the bill updates reference to the Insurance Law to ensure
consistency with current section 9104 and 9105. These changes are like
updates made for other volunteer firefighter's benevolent associations
and will all the association to more effectively support its members and
carry out its purposes.

EFFECTIVE DATE:
This act shall take effect immediately; provided, however, that the
amendments to section 7 of chapter 10 of the laws of 1958 made by
section one of this act shall apply to taxes due on premiums received on
or after January 1, 2027.
