TITLE OF BILL:
An act to amend the vehicle and traffic law and the public authorities
law, in relation to authorizing a residential parking permit system in
the city of New York; and providing for the repeal of such provisions
upon expiration thereof
PURPOSE:
Provides for the City of New York to adopt a residential parking permit
system in certain neighborhoods.
SUMMARY OF PROVISIONS:
Section 1 details the legislative findings and intent.
Section 2 Amends the Vehicle and Traffic Law by adding a new Section
1640-t to authorize a residential parking permit system in the city of
New York in Brooklyn Community Boards 2, 4, 6 and the Prospect Heights
neighborhood in Brooklyn Community Board 8.
Section 3 amends Subdivision 1 of section 1270-i of the public authori-
ties law to require the funds collected from the new section 1640-t of
the VHTL established in Section 2 of this bill be deposited in the NYC
Transportation Assistance Fund.
Section 4 establishes the effective date.
JUSTIFICATION:
Parking in many Brooklyn neighborhoods has become increasingly prohibi-
tive for residents and local businesses alike. This legislation author-
izes the New York City Council to adopt a residential parking permit
system for the City of New York in Brooklyn Community Boards 2, 4, and
6. A residential parking permit system would alleviate the many parking
and environmental issues increased by non-residents using a particular
neighborhood as a personal and free parking space for hours each day.
These commuters augment an already congested area and generate needless
traffic accidents and hazards; pedestrian fatalities, air and noise
pollution. Not only are residents displaced, but local businesses are
affected by the loss of business.

None to the State.
EFFECTIVE DATE:
This act shall take effect immediately and shall expire December 1, 2028
when upon such date the provisions of this act shall be deemed repealed,
provided that any such local law or ordinance enacted pursuant to this
act shall remain in full force and effect only until December 1, 2028.
