TITLE OF BILL:
An act to amend the public authorities law, in relation to requiring the
New York city transit authority to have at least one conductor on board
PURPOSE:
The purpose of this legislation is to amend the public authorities' law,
in relation to requiring the New York City Transit Authority to have at
least one conductor on board.
SUMMARY:
This bill requires that all subway trains are operated by New York City
Transit Authority includes at least one conductor on board, in addition
to the train operator (engineer or motorman), except already legally
permitted and in cases where conductor-less operation is currently in
practice.
JUSTIFICATION:
The sheer scale and density of New York City' vulnerable during emergen-
cies. With thousands of passengers on a single train, having only one
operator limits the ability to effectively manage crises. A conductor
provides a second trained authority figure who can coordinate passenger
movement, communicate instructions situations, and assist in rapid
response situations.
