TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to waiving
metered parking fees for certain vehicles displaying a handicapped
permit or with handicapped plates
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to provide metered parking fee waivers for
handicapped drivers in New York State.
 
SUMMARY OF PROVISIONS:
Section 1. Section 1203-h of the vehicle and traffic law is amended to
provide waivers for metered parking fees for those with certain disabil-
ities; to allow the commissioner to determine the application, permit
design, period of validity, and procedures for reissuance of such waiver
permits; to define those eligible for such permits; to exclude being
waived from metered parking fees given the permit holder is not driving
or there is an accompanying passenger capable of submitting payment for
metered parking; to establish statewide recognition of the valid permit;
and to subject those found guilty of lying to obtain such a permit to a
fine between two hundred fifty and one thousand dollars.
Section 2. Establishes the effective date.
 
JUSTIFICATION:
Handicapped drivers are often required to park for longer periods of
time, which makes metered parking fees a burdensome additional expense
for those already encumbered by various living costs. New York State
providing metered parking fee waivers for these individuals would offer
financial relief for handicapped drivers, allowing them to better invest
in their health and quality of life.

EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become law.
