TITLE OF BILL:
An act to amend chapter 108 of the laws of 2016, amending the vehicle
and traffic law relating to authorizing a pilot residential parking
permit system in the city of Buffalo, in relation to extending the
effectiveness thereof
PURPOSE:
The objective of this legislation is to allow the city of Buffalo to
continue its residential parking permit system for an additional five
years.
SUMMARY OF SPECIFIC PROVISIONS:
Section 1: amends the effective date of chapter 108 of the laws of 201.6
to provide for such chapter to remain effective until December 31, 2031.
Section 2: provides that this act shall take effect immediately.
JUSTIFICATION:
Chapter 108 of the laws of 2016 authorized the city of Buffalo to adopt
a local law to implement a residential parking peituit program for the
residents of the Fruit Belt neighborhoods, which are adjacent to the
Buffalo Niagara Medical Campus, to address the lack of available on
street parking close to their homes that occurred because of the growth
of the Medical Campus.
The pilot residential parking permit program has proven to be a success-
ful solution to the parking situation in the Fruit Belt since its imple-
mentation in 2016. It is appropriate to extend the permit system, with
the same boundaries, for five additional years to provide the residents
of the Fruit Belt, the city of Buffalo, and the occupants and visitors
of the Medical Campus a stable and predictable parking permit program. A
five-year extension provides the opportunity for the Legislature to
review the residential parking permit parameters in the future.
